A paper form can only be used in certain circumstances, but it is the only method of application that can be used by certain categories of applicants from non-EU/EEA/Swiss countries. The information provided by the Ministry of the Interior specifies the categories of applicants who must use the paper form and how they should be obtained. As of June 4, 2020, it is planned to send a paper request to the corresponding email address (on the form) of the Ministry of the Interior.
